It is never safe to title in HD.  ;-)

Seriously, the last time SMPTE looked at overscan on consumer CRT's
to see if the existing RP (I think it's 27.3?) was still valid,
they found that overscan was still about where it was in 1952.
The same seems to hold for direct view HD CRT's, so knock 10% off
each linear dimension and center the result for safe action.  I
forget what the percentage was for safe title, but whatever it was,
do likewise....

evils of television.  There are no firmly defined edges, so composition
can never be precise.
